Il Consiglio dei Regolatori Europei dell’Energia (CEER), nell’ambito del Programma EU4Energy della Commissione Europea ‘Promuovere la transizione verso l’energia pulita nei paesi del Partenariato orientale’ e in collaborazione con la Balkan Energy School, ha organizzato la Conferenza di alto livello “Promozione delle interconnessioni elettriche e dell’integrazione dei mercati del Partenariato orientale in UE. La conferenza si tiene a Roma il 24-25 settembre 2024 a Roma, Italia.

L’evento mira a sostenere l’impegno dell’Unione Europea nel migliorare la connettività all’interno e oltre i suoi confini e a enfatizzare l’importanza e i potenziali benefici delle capacità di connessione transfrontaliera per l’integrazione regionale e UE, con un focus speciale sul Partenariato orientale. Il secondo giorno, i partecipanti avranno l’opportunità di visitare il Centro di Controllo Nazionale dell’Operatore del Sistema di Trasmissione italiano, TERNA S.p.A., dove saranno introdotti agli aspetti tecnici del funzionamento del cavo elettrico sottomarino Italia-Montenegro.

La conferenza ha favorito il dialogo tra i rappresentanti delle istituzioni UE, delle Autorità di regolamentazione e i principali stakeholder del settore energetico per facilitare la condivisione delle best practice.

Severin Strohal, Vice-Capo Unità Direzione Generale per il Vicinato e i Negoziati di Allargamento della Commissione Europea (DG NEAR), ha sottolineato l’importanza della sicurezza energetica e illustrato le iniziative chiave dell’UE attuate per migliorare la sicurezza energetica nei Paesi del Partenariato orientale e dei Balcani occidentali.

“Promuovendo lo sviluppo di nuove interconnessioni e garantendo il loro uso efficace con strumenti normativi esistenti e nuovi, noi, come regolatori, svolgiamo un ruolo chiave nel migliorare la flessibilità e la sicurezza dei nostri sistemi energetici, riducendo al contempo i costi per i consumatori. Questo è in linea con la nostra missione di garantire un mercato energetico competitivo, sicuro e sostenibile in tutta Europa, favorendo la cooperazione e l’integrazione a beneficio di tutti gli utenti dell’energia”, ha dichiarato Annegret Groebel, Presidente del CEER.

“Lavorando insieme e condividendo le migliori pratiche regolatorie, i regolatori possono aiutare a identificare e affrontare i colli di bottiglia nella trasmissione e distribuzione dell’energia nonché sviluppare regole e standard comuni per gli scambi transfrontalieri nell’area dei Balcani e del Vicinato”, ha affermato Clara Poletti, Presidente del Consiglio dei Regolatori dell’Agenzia per la Cooperazione fra i Regolatori Nazionali dell’Energia (ACER) e componente del Collegio di ARERA, l’autorità nazionale di regolazione per Energia Reti e Ambiente.

L’iniziativa EU4Energy è finanziata dall’Unione Europea con un budget totale di 8,5 milioni di euro ed è implementata congiuntamente dal Consiglio dei Regolatori Europei dell’Energia (CEER), dall’Agenzia Internazionale dell’Energia (IEA) e dal Segretariato dell’Energy Community (EnCS). Il programma sottolinea l’importanza della collaborazione e della cooperazione tra l’UE, i partner e le istituzioni nell’attuazione delle riforme e nel portare benefici concreti ai cittadini.

The Council of European Energy Regulators (CEER), on behalf of the European Commission’s EU4Energy Programme – “Promoting the Clean Energy Transition in the Eastern Partnership Countries” – and in cooperation with the Balkan Energy School is welcoming the High-Level Conference on Advancing Connectivity: Fostering Interconnection Capacities and EU Integration of the Eastern Partnership. The conference will take place on 24-25 September 2024 in Rome, Italy.

The event aims to support the European Union's commitment to enhancing connectivity within and beyond its borders. It will emphasise the importance and potential benefits of cross-border connection capacities for regional and EU integration, with a special focus on the Eastern Partnership. On the second day, participants will have the opportunity to visit the National Control Center of the Italian Transmission System Operator, TERNA S.p.A., where they will be introduced to the technical aspects of the Italy-Montenegro underwater electricity cable operation. Additionally, the conference will foster dialogue among EU institutions, policymakers, regulatory authorities, and experts to facilitate the sharing of best practices and lessons learned.

Severin Strohal, Deputy Head of Unit C1 - Georgia, Moldova, Economic & Investment Plan of the Directorate-General for Neighbourhood and Enlargement Negotiations of the European Commission highlights the importance of the energy security, and showcases the key initiatives of the EU implemented to improve energy security the Eastern Partnership and Western Balkan countries.

The EU4Energy initiative is funded by the European Union with a total budget of €8.5 million and is jointly implemented by the Council of European Energy Regulators (CEER), the International Energy Agency (IEA) and the Energy Community Secretariat (EnCS).
